在民主社會中，強調公民參與，民眾應該瞭解政府運作的模式與政策制訂的過程，以適當表達意見與監督政府。本課程透過兩大單元：包括：行政管理、公共政策，來促進學習者能夠有效參與國家治理，並適當扮演公民之角色。而本課程的具體教學目標如下：
1.知識層面：促進學生瞭解政府組織運作模式與公共政策規劃與執行相關的理論與知識。
2.技能層面：讓學生在民主時代中，擁有監督與參與政府及公共政策的適當能力。
3.情意層面：培養學生能夠以積極的態度關心國家、政府與公共事務的相關議題。
